Pursuant to Cir. No. 6, dated Hd Qrs. Asst. Commr. State of Va. Jany 29th 1866. I have the honor, to present for your consideration the following report, in regard to the workings of the "Bureau" in this county, for the past month.

Feelings between the Whites and Blacks.

In the strong and united efforts which have been put forth to suppress the workings of the "Bureau" in this and other southern states, it is frequently stated that any feeling of animosity exist only in the reports of officers of the "Bureau" or, as they claim, in those whose minds are biased: but any fair and impartial person cannot remain here for any length of time and examine closely the feelings and prejudices of the people without being satisfied that, were it not
