I have the honor to make the following report of the existing state of feeling between the freedmen and whites.

The majority of the white people appear disposed to treat the freedmen with fairness and justice, but the coloured people appear to manifest a feeling of distrust toward the whites.

The colored people are generally employed, but the rate of wages is very low.

Up to this the health of the freedmen of this County has been very good.

The above is to the best of my knowledge a true statement of the condition of the freedmen in James City Co
