I have the honor to transmit herewith report for the month of May 1866.  The feeling that exists between the whites towards the Freed people is unchanged if any-thing it is more bitter now, then what it was Eight or ten month ago.  About a - week before my arrival at this place, there were several outrages committed at this place on the Freedmen (such as knocking them down and beating them) of which I have already forwarded a report.

I have attended in person, all criminal cases, that came to my knowledge, that were tried by the civil authorities, where colored person was one of the party, there were but two cases in my sub district and those made a voluntary confession of the crime of stealing provision, and are now in Jail awaiting trial by court.  There are daily, complaints made to me by colored people, that their employers, have not yet, and are unwilling to compensate them for their labor of last year.
