Captain -
In compliance with instructions per G.O. No. 4 C.S. Supt. 2nd Dist Va. I have the honor to report that coming to the county as I did on the 10th inst. after my predecessor had been relieved and ordered away - many of the papers missing, and few if any records remaining whereby to give me an insight into the real state of affairs exhisting at that time - I am not unable to make a full report as to the real state of feeling existing between the Whites and Freedmen of this Co. - yet I will report that so far as I have been able to assertain the feelings as expressed are commendable to both parties.
The whites express a desire to give the Freedmen thier full rights and I think as a usual thing treat them well and kindly. The freedmen on the other hand show a disposition to labor for fair remuneration and are generally employed,
