work well and are contented. Labor is in good demand, and commands fair prices.
There are no Vagrants in this county, and very few destitute Freedmen, and none that receive assistence from the Bureau. I have found some difficulty with some parties who made contracts last Decr. The officer then in charge of this Co. was not particular enough with contracts that he ratified, allowing the employer to hire at so low prices that the Freedmen (whose labor is worth at least $100) cannot make a living, the consequence is that they are now becoming dissatisfied and wish to break their contracts.
There is also a prevalent determination on the part of many of the Freedwomen to desert their husbands who do not support them in idleness This is very foreing to a Freedman's disposition and often makes much trouble. There are neither Schools nor Churches for Freedmen in this county and the sparsity of population does not warrant the establishment of either.
