are all (or nearly all) made for the year, the principal duty will be to require of the freedmen a fulfillment of their contracts, to teach them to comply with all fair and honorable agreements, as many of them are trifling and after working a little would break from their contracts if possible, and then contract elsewhere with even less wages. Until the Freedmen have more intelligence they need an advisor. They are very incredulous of everything told them by the white citizens while they are ready to believe the most idle rumors floating among themselves; hence the importance of the Freedmens Bureau till their feeling wears away. The people here realize this and are therefore very anxious that so long as the Bureau does continue an officer of the government may be retained in the County, in the Bureau, who will exercise full and impartial justice toward all men.
