In compliance with Circular No 6 Hd Qrs Asst Commissioner Richmond Va, I have the honor to make the following report viz. 

That the feeling with the better portion of the whites is more favorable; but there is a large class who are very bitter toward the Freedmen. From all I can learn the Freedmen are working as a mass, as well as they ever did. 

Very few are violating their contracts without some good cause. The schools are progressing fine and the children are learning very fast. But there is without doubt a very strong opposition to them, and some opposition from a class of men that we least expected. 

All trials so far as I can learn have been fair and just. Many of the poor of the county are in a very bad condition. There is a great need of building to put these people in, many who are furnished rations are almost entirely helpless, and in great want of attention. The county court have as yet made no provision for these people and cannot very soon.
