In compliance with instructions contained in Circular No  VI dated Bureau R.F. and A.L. Head Quarters Asst. Comr. State of Va. Richmond Va. Jany 29th 1866. I would respectfully submit the following report of the affairs connected with the Sub Dists of Richmond and Sidney for the month of May 1866.
The number of rations issued weekly for both Dists. does not differ materialy from last month and will average four hundred tickets each week. This decrease from one thousand in the month of January is due to the strict inqueries made in each case and the increasing desire on the part of the Freedmen to maintain themselves.
I made an inspection of Camp Chimborago on the 22nd ult. accompanied by the local teachers of the schools there, they being well
