Affairs in this district are progressing favorably all the able-bodied Freedmen are doing well. The number of destitute, looking to the Bureau for assistance is about the same as reported last month. I do not effect to be able to decrease the number of Refugees receiving aid, until they shall be able to grow something for their subsistence. The Freedmen will be dependent upon the public for support for some time to come, as they are mostly women without husbands, & burdened with large families of small children; or old and infirm.
There has been but two cases of violence during the month. The civil authorities have taken action, the case has been decided in favor of the Negro. In the other case I have evidence the Magistrate of Summit Point to take action, and issue a warrant for the arrest of the offending parties
