have the honor to report that Bureau Affairs are at present rather depressed, the late order adjourning the courts having had that effect

There are numerous petty cases which can not be tried out of Said courts because if taken into Civil Court the costs would exceed the claim

No rations have been issued in this Sub Dist during the month as I have had no means of transportation  The freedmen are evincing a Spirit to help themselves, as far as in their power, the only difficulty being to prevent petty acts of oppression
