On the condition of Bureau affairs in this county, and in compliance with Circular No. 6, C.S. Asst. Com'r. Off. Va. I have the honor to report that the Freedmen, as a general thing, are conducting themselves in a creditable manner, making great exertions for and honest livelihood, appearing to appreciate their position, and show a disposition to labor faithfully under the contracts they have made.
On the part of the whites, there is a majority that appear to have naught but the most friendly feelings towards them, anxious that they should make a good honest livelihood, assisting and encouraging them in every possible way. But there are those who are disposed to take every possible advantage of them, and let not an opportunity pass unimproved to cheat and defraud them. But this conduct towards the Freedmen, I am happy to state, is discountenanced by "gentlemen", therefore cannot be extensively practiced.
