I have the honor to make the following report of affairs in general relating to the Bureau & in the Sub. District comprising the counties of Washington Russell and Buchanan, for the month of June 1866, Having received an order to relieve Bvt Maj B.C. Carter Supt 8th Dist of Va.

The Freedmen so far as I can learn are working very well and doing very well, generally under contract, some however are working for share of the crops, Average wages from Eight to Ten dollars pr month with board, there are no schools in this Sub. District although the white citizens have built a school house for the benefit of the Freedmen, But importanatly they have no one to teach school for them, plenty of children willing to attend school.
