General -
I have the honor to make the following report in relation to the Affairs of the Bureau in this Sub-District, comprising the Counties of Montgomery and Giles, in the 8th District of Virginia - during the past month.

The Freedmen generally are working under contract, although at very low wages, on account of the scarcity of money in this section of the Country.

Some of the more fortunate have little Homes of their own, and others are laboring for one third of the crop, which will yield them a fair competency.

Their condition is gradually improving, although Schools are needed among them, to instruct their children in the common branches of education.
