General: I have the honor to make the following report in relation to the "General Condition" of the Freedpeople in this Sub. Dist. comprising Wythe and Grayson counties, 8th Dist of Va.

All the freedpeople that are able and can obtain work are industriously employed, the wages paid range from $5 to 10.00 per month with board, and from $10 to 20.00 (dolls) without, with but few exceptions contracts are observed and their force appreciated.

Many of the freedmen have land of their own, or shares in crops, which will enable them to live quite comfortable, while those (not owning land or shares in the crops) working by the day or month will doubtless find it difficult to
