Sir,
I have the honor to report that affairs are usually quiet in this Co.
One case of severe and unwarranted beating, and several of dismissal, and all came to me, saying their former employers told them to go, that d-n 'em. I couldn't do anything for them, which is literally true, as they will put such a constriction on the language and conduct of the negro, that no civil magistrate; will give a judgment in his favor. I think it is entirely wrong to expect justice for one class of men at the hands of another class, whose prejudices and interests alike counsel their oppression. I made a special
