In compliance with Circular No 6 dated Hd Qrs Asst Com Va Richmond Va Jany 29th 1866 I have the honor to report the condition of Bureau affairs in this Sub Dist to be in fair condition.  The state of feeling between the Whites & freedman is very good at present.  The Freedmen are all at work keeping their contracts.  A light crop of wheat is now being harvested which will barely pay back the seed.  The corn crops doing well with the prospect of a large yield.  The main dependence of the county is in this crop.  The Freedmens School is in fine condition.  The spring & summer term closed yesterday.  The proficiency displayed has astonished the citizens.  They cannot understand it.

The Circuit Court of Culpeper held its session commencing on the first Monday in June.  I enclose the charge of Judge E.R. Watson to the Grand Jury and am glad to say that I think the Freedmen can have justice in that court.  The minor courts are not as willing to deal
