Sir, 
I have the honor respectfully to report per instructions from Office Supt. 4th Dist. Gordonsville Va. in accordance with Orders, "Circular No. 6. Hd. Qrs. Ass't. Com'r" Richmond Va Jan 29th 1866.  That the condition of Bureau Affairs in this Sub Dist. are in as prosperous state at present, as can be hope for under the circumstances, and the feeling of confidence between the races, I think on the increase.  Most all of the Freedmen are engaged in some manner on plantations, and are doing very well.  As far as possible I have endeavored to inculcate in them the principles of economy and other traits necessary to a good reputation though the plantations are very sparse, and very many of them are still improvident.
