In compliance with Circular No 6. Hd Qrs Asst Comr Va Richmond Va January 29th 1866. I have the honor to report. That the affairs of the Bureau in the sub district of Caroline are progressing favorably. That feeling of antagonism to the Bureau and all connected with it is dying away. 

The feeling between the Whites and Freedmen is seemingly more amicable, all disputes are apparently settled and until the division of the growing crops I think things will remain friendly.  Then, I fear much if steps be not taken in time there will be a great deal of oppression. I do not wish to that wrong would be done by our Civil Courts, but that much time and money would be lost. The Freedmen will have no money and no time to remain out of his portion of the crops, and may be forced to contract with parties against his will
