In compliance with Circular No. 6. C.S. dated Hd Qrs. Asst. Commissioner of the State of Virginia, I have the honor to report, that the condition of freedmen in this Sub District is generally satisfactorily, in regard to the limited resources of this part of the State, They can easily find employment for wages from 5 to 12 dollars a month, and do not complain of being ill treated by the whites. Having learned, that the law of the State of Virginia, "to regulate Contracts for labor between white and colored persons, passed February 20th 1866, is little known here, I try to bring it to the public notice.

There has been a Sabbath School organized for freedmen in each County, and will go in active operation, as soon as the necessary books will be procured, which I made application for in my report of the 27th inst. to the Superintendent at Lynchburg.

No criminal cases have been tried yet in either County, nor do I know of any civil lawsuit, the claims of freedmen being regularly settled without going to Com'r. 

The registry of marriages is making slow progress
