General:

I have the honor to report, that but one Freedman, was arrested in this County during the month. It was for an assault upon a white man; he was bound over to keep the peace, finally released on my getting some coloured men to give bail for his good behavior.
There has been one shooting affair this month, the first that has come to my knowledge in the County. The Magistrate to whom I referred the Freedman, advised him to return to Compromise the damages, came back & he would issue a warrant for the white man's arrest. I directed the Freedman, under no circumstances to settle the matter, as I was determined to see what action the grand jury would take.
He has failed to return as I instructed him, and I learn he is going to work for the man who shot him as soon as able. There has been more complaint from Freedmen, of ill treatment, such as
