totally disregarded. In May last, the captain's attention was again called to the subject; and I having in the mean time been appointed, it was referred to me. I immediately ordered Jarvis to pay at once or appear in person before me and show cause why he had not. He appeared, as directed, on the 28th and pleaded want of means: and I then gave him to the end of the week. On the 5th of June, Sam appeared and confirmed that Jarvis had not yet paid alleging he had no money. I sent him back with a threatening note. On the 16th in my absence on duty in the County, Lewis appeared at my office, and stated that Jarvis had paid him 1$ saying he would pay no more; and that he had not paid the other man at all; and thus that matter rests for the present but I have been induced to make these representations merely to illuminate the true character of the man whose good disposition Shrader has volunteered to display. 

According to Mr Shrader's showing, the defective laws of the State are certainly greatly to be deplored. It is curious to speculate however what would have been the result, had the terms of the case represented in the  accompanying papers been reversed. In this connection, I beg to also call attention to a Report I shall make tomorrow the 1st. July, pursuant to Par. VI., Circular No. 10, C.S. from your Hd. Qrs., by which it will be seen that not one criminal case against any colored person has
