Col,
I have the honor to submit the following report as to the condition of Bureau Affairs in my Sub District. The general condition of affairs is good. The Freedmen are working well and there is but little complaint of idleness among them: The whites as a general thing show a good feeling towards them, except towards such freedmen as have been in the U.S. Army and returned here. Much prejudice exists against such negroes. 

I do not think the whites are willing to do the negro full justice in cases where a negro makes any complaint against a white. And the presence of a U.S. Officer is very necessary to insure justice to the negro in such cases. A small fracas occurred in this place in the early part of this month which made this feeling on the part of the whites very apparent to me. And which promised at one time to be attended with serious results. A party of students from the college in this town got into a difficulty
