In obedience to Circular No 6 Office of Superintendent 10th Va District Bureau of Refugees F & A Lands, dated Fredericksburg Va January 31st 1866

I have the honor to report that the affairs of the Bureau are in good condition. 

There is at present a very good state of feeling existing between the whites and Blacks. I have heard of no difficulty of any kind between the two races the past month. 

The Freedmen are all industriously at work and at fair wages. Harvest has just commenced which will increase the demands for labor for a short season but as the wheat crop is small and not very good, I do not apprehend that farmers will have any difficulty in processing sufficient labour to take care of the whole of thier wheat crop in good season.
