Sir:

I have the honor to report that the condition of Freedmen's Affairs, in Prince W'm County, continues favorable. There is labor for all, very little sickness, and general contentment, and prosperity. I have to spur up some parties, occasionally, to pay freedmen wages according to agreement, but one way or another, manage to get them paid, in most cases where my aid is asked. I believe there would be a general repudiation of "Nigger" debts, if the county were left to itself; but payment is considered unavoidable, as long as the Bureau is here. However there is not work enough in the county
