My presence here, as an officer of the government, does the main work, and counts more for good, I believe, than the actual interference I make in particular cases, to secure justice to the freedmen. Since the criminal cases in which freedmen may be parties have been turned over to the civil authorities, and the Freedmen's Courts adjourned there has not been a single prosecution of a freedman in the county for any cause whatever. The political pulse is not as feverish as two or three months ago. There is a visable shyness, and diminished swagger of triumph among the rebel element, and a corresponding feeling of satisfaction, and security, among freedmen and refugees. Somehow the most ignorant freedmen seem to realize ever change in the political situation affecting their prospects and interests.
