On the condition of Bureau affairs in this county, I have the honor to report that the Freedmen, with some exceptions are conducting themselves in a creditable manner, laboring faithfully under the contracts they have made to secure an honorable livelihood, which they have a fair prospect of doing, as their crops are doing as well as can be expected considering the cold, bad season and the quality of the land in the county which is very poor. The whites, most of them are doing a great deal to encourage and assist them. The feelings between the two races are in the main those of friendship, appearing in a measure to recognize their dependence upon each other. But as yet, there is not that confidence that is ultimately hoped for existing between them, thereby requiring a great deal of attention from the Agents of the Bureau.
