I have the honor to report, in accordance with Circular No 6 C S Bureau at Richmond, as follows

In regard to the general condition of affairs, and the state of feeling existing between the whites and blacks, I have but little news to report herein; a special report of outrages accompanies this

That the negro is less kindly looked upon since his freedom no one can doubt

The schools of my Sub District, Counties of Nansemond & Isle of Wight, have since the commencement of spring farming operations, decreased: of course tis presumed they will again fill up in due time

I issue no rations or clothing to colored people in this Sub District.

The smallpox has entirely disappeared
