To my notice, during the month, of violation of contract.

The Colored people inhabiting the City, are beginning to comprehend their position as citizens, and prove by their conduct their willingness to conform to the Laws and ordinances, yet they do not meet with that amount of consideration extended to those who live in the country, and cases of maltreatment, I regret to say are of more frequent occurrence, than the preceding month. I have had occasion during the past month to make special reports concerning this matter. This increase is not surprising, when justice is administered by the Civil Authorities in the manner it is at present. The Mayor's Court is an instance of this unjust execution of justice. It is frequently the case, where Freedmen are brought up before the Mayor, on charges preferred by
