Wise Farm Princess Anne Co Va June 30th. 1866 Capt Wm. Austin Sup't R.F. and A.L. 1st. Dist of Va Sir I have the honor to report that the general condition of affairs in this county, are as a general thing satisfactory. The freedmen who are disposed to work find plenty of employment and at very fair wages. The whites generally disposed to treat them fairly for their labor. A great many of the colored people are cultivating small patches, the proceeds of which in most cases will not keep them through the coming winter. And in too many cases where they might cultivate their own patches, and do a little outside, they prefer to remain idle. Thieving is getting to be quite a serious affair in the Co. the natural result of idleness. The Courts treat the colored people with a great deal of fairness and are inclined to do them justice In one of two instances magistrates have refused to give the colored people warrants, but after talking with
