I have the honor to make the following report of the state of feeling existing between the colored and white citizens of this sub-district. I find that in most cases the whites are disposed to treat the blacks with fairness, but there is considerable amount of suspicion existing between them - especially among the colored people. The Freedmen are generally pretty well employed, and disposed to work for a fair compensation.
