almost every case paying them good fair wages. Some of the Freedmen have an idea, that as they are free, they can go off from and leave their work whenever they feel do disposed. This I am trying to stop, and I think I shall be successful.

I think that the citizens and freedmen are as well disposed towards each other as they are in any county in the State.
