Pursuant to Cir. No 6 H Qrs Asst Comn'r State of Va. January 29th 1866. I have the honor to report that the condition of affairs in this county are far from good. Since the discontinuance of the "Freedmens Court" the "Freedmen" have had no authority to whom they can report for justice. More crime and outrages have been committed during the last ten days than have occured during the entire time I have been stationed at this post. It did not appear to be generally known through the county until recently that jurisdiction over the "Freedmen" had been turned over to the civil authorities: and they have no means of their own to enforce their rulings. Freedman who are ill disposed know this and feel that they can commit crimes with impunity: the state of things were growing so bad here that this office was compelled to take action in several cases to keep peace and quietness. A communication has been written by the Asst. Supt. of this county to the presiding justice, asking what steps they intend taking
