I would therefore respectfully recommand that the Freedmens Court in this County be again continued, not so much for the number of cases which would be brought before it but more for a measure to prevent crime.

Marriages are now only solemnized in this County by an ordained and licensed minister, and duly registered.

We have still no schools for Freedmans children but measures are being taken to establish enough.

There are but four rations issued to Freedmen in the County to my knowledge.

I anticipate with the approaching fall a great increase in the duties of the Bureau, which will have [[?]] to the interest of the Freedmen, five hundred of which are to be employed by the Rail Road Co, which is to be built to run from this point to Richmond. The work is to be commenced on the 20th day of August.
