Sir;

I have the honor to submit the following repport [[report]] of the condition of New Kent Co. during the month of June. 

There has been no change since last report. The Whites and Freedmen generally are on perfectly amicable terms and no disturbances or collisions between the two have taken place.

Not more than one third of the land under cultivation before the war is being tilled this year, this is not on account of scarcity of labor, but for the want of money to pay for it. The supply of labor is equal to the demand, and colored refugees could not be sent back without sufferring [[suffering]], unless temporary provision is made by the Bureau for
