Pursuant to instructions of Cir. No. 6 C.S. from your Head Quarters I have the honor to submit the following report of Bureau Affairs &c in the counties of Campbell and Appomattox Va for the month of June
There has been a decided change in the actions of the whites toward the freedmen in the county of Campbell during this month. Outrages by the whites upon the freedmen are of daily occurrence. In most cases where the freedmen have contracted for the year, their employer contracted to furnish them with the necessary provisions for themselves and families. Many of the freedmen are now informed by their employers that their provisions are getting short and that they can not furnish them any longer
