claims, against the whites, for that reason many of them are defrauded out of their hard earned wages. I consider that the feeling existing between the whites and freedmen worse than at any time since I came on duty at this Post, in Dec 1865, and that the rights of the freed men are less respected than at any other time

I have issued during the month, fourteen hundred and fourteen rations. Nine hundred and forty four of them, were issued to those who were in Barracks, the remainder to those who are living outside but who, by inspection, are known to be unable to live without help. None are allowed to remain in Barracks who can earn their living outside.
