and have continued to increase since certain Northern papers commenced abusing and villifying Bureau Officers and misrepresenting the workings of the Bureau.- This is especially the case in those portions of my district that I have not yet been able to visit.

There are in both counties a number of Freedmen who by reason of infancy- old age, or infirmity are incapable of providing for their own wants. Great care is taken to secure employment to all those who are able to work and no rations are issued to anyone unless conclusive evidence is produced that the applicant is really destitute and worthy and belongs to one of the classes above named- They cannot look to their old masters for assistance or support and as no definite action has been taken by the proper County authorities toward providing for them the provision made for them by the Bureau is absolutely necessary to secure those people from suffering- (See Reports Nos IV & V)
