the welfare of all classes - And those who are opposed to the Bureau &c are either politicians or a class of men who if not governed by political interest are controlled by prejudices and not by any conviction that the workings of the Bureau are injurious to the interests of the people at large.

In my attendance upon the Courts I have not observed any disposition upon the part of the Court or members of the Bar to deprive the Freedmen of any privilege, either as witness or party to the action. but I feel compelled to state that I have in several instances noticed that what was done was either done reluctantly or indifferently. & betrayed to my mind the fact that the Court especially, would rather be relieved of the duty than perform it.- This, in connection with the fact that several Magistrates in both counties have expressed the wish that those cases be referred to the
