Freedmen's Courts for adjudication has convinced me that the resumption of the operations of the Court would meet with the approbation generally of the citizens white and colored. 

Should it be deemed advisable to re-open the Courts in my sub-district. I would respectfully suggest that a non-commissioned officer be detailed for the purpose of serving summons and executing the orders of the Court.

I should add here that the Freedmen almost unanimously earnestly desire the continuance of the Bureau and the re-opening of the Court and urge as their most potent reason that it is absolutely necessary for their protection and it will be particularly so at the close of the year in settling up their business, that is, dividing the crops etc.
