Captain, 
I have the honor to report the condition of affairs in Halifax Co. Va. as being in the Main Satisfactory. The Freedmen generally speaking, are industrious and abide by the contracts made between themselves and their employers. Yet there are some instances where a difficulty rises between the contradicting parties that require investigation and settlement occuring to ignorance on the part of the Freedmen. And also a disposition on the part of the employer to take an advantage of that ignorance. Such instances are however the exception and I hold both parties strictly to the
