In compliance with Circular No. 6 C.S. I have the honor to make the following report, That the feeling between the White and Freedmen is not so good as it has been. Many of the Freedmen contracted to work for part of the crop. Many of them raised only corn &c this being now finished or nearly so, upon the slightest protest or least provocation, they discharge the hands or rather drive them off the place and refuse to allow them anything for their services. And it is the opinion of the masses that if the Freedmen violates his contract in any way he is not entitled to any thing. [[left margin note]] Outrage [[/left margin note]] Several cases of whose have been reported and one case of gross outrage. Several men (3 white and 2 cold) took a cold woman out of her house at night and whipped her severely, stripping her clothes over her head, Attacked and beat another woman over the head cutting holes in her head, and her in very delicate situation, and all without any provocation so far as I could learn. The man who did the whipping (Ed. Blanton) tried to hire her not to come and inform on him. I learned they whipped two men but hired them not to come.  In Powhatan, the white people talk of "a growing feeling against the Freedmen." several cases of whose have have occurred. one case hapened court [[left margin note]] [[parenthesis]] [[left margin note]] day July 2nd - a merchant caned a freedman for saying some one had robed [[robbed]] him of his change he had made a small purchase and had not got his change
