I have the honor to transmit the following Report in compliance with Circular No 6. Bureau R.F. & A L. Head Quarters Asst Comr Va. Richmond Va. January 29th 1866. of the "Condition of Bureau Affairs" The State of feeling existing between the Whites and the Freedmen" and other facts connected with the welfare of the Freedmen in the Sub-District of Orange County Va.

The Condition of Bureau affairs in this Sub-District is good. The Freedmen as a general thing are industriously employed at remunerative wages, and seem to be well satisfied

I have heard of no case during the past month where the Freedmen have violated their Contracts, they seem to appreciate the force of them. There are a great many Freedmen in this locality who hire themselves out by the day I have made no Contracts during the past month, between the Whites and the Freedmen, the Farmers
