The State of feeling existing between the Whites and the Freedmen is good, occasioned in a great measure by the presence of the Bureau, in which the Freedmen place great confidence and assert that it is their sole dependance for Justice.

I have not heard of a single case of a Freedman in this County having been ill treated or misused by the Whites, although there is evidently still existing a feeling against the Government.

There has been no provision made as yet, for the relief of destitute and suffering Freedmen, and if the were not furnished by the Government with rations, some of them would certainly perish from starvation.

During the month I have issued rations to 21 male and 23 female adults, and 19 children all Freedmen and in very needy circumstances, being aged or infirm and not able to obtain a livelihood.  There has been no application for rations for destitute and suffering White citizens.

The Civil Courts during the month have seemed to have dealt fairly with those of the Freedmen who have been 
brought before them, and my belief is, from the character of the Magistrates or at least a majority of them, that Justice will continue to be shown them.
