Phil Prosser complains that you are Endeavoring to defraud him of his just dues you are therefore required to submit the Accounts with the freedmen to a Board of Arbitration composed of three intelligent Citizens One to be selected by you One by the freedman and a third by the other Two and to report the decision of the case to this office. You are further prohibited from disposing of any portion of your crop until this case shall be finally settled.
