Sir.

The arbitration between Mrs. A.D. Christmas and Freedman Phillip Rosser has been held as per your letter of instructions and decision indorsed [[endorsed]] upon the back of said letter. The gentlemen composing the arbitration are men of integrity and made a fair and full examination of the case. It was proved that Philip voluntarily gave his note in payment of the horse he killed. It was also proved that he acknowledged he killed the horse, to the gentlemen who conducted the primary examination.
