I have the honor to report that the state of feeling existing between the whites & Blacks in the Counties of Lancaster & Northumberland is not as cordial as it was a few months ago. Many complaints of assaults upon the Freedmen have come to my knowledge, some of which have been disposed of by the civil authorities but in by far the greater number, the Freedmen are afraid to take any legal steps to protect themselves, on account of the threats made against them should they do so. It is almost impossible to make them believe that such threats will not be carried out.

No actual suffering for food exists at the present time among them, and should they be able to get along without help, until such time as the corn crop is fit for use. No rations will be required
