Lieut. and Asst Supt.

Reports the condition of Bureau affairs in his Sub-District. Freedmen have been refused compensation for their services last year and are now obliged to suffer or buy until their crops are raised. The Freedmen are doing more work than he has seen done by a Northern laborer and have good crops.  They will do well providing the crops are equally & justly divided.  [[strikethrough]] as [[/strikethrough]] They are all working on shares.
