General;

I have the honor to forward through the office of Supt. 6th Dist. Va. to your H'd Q'rs the following report showing the condition of Bureau affairs in this Sub-Dist.;

The adjournment of the Freedmens Court has been the cause of great injustice to the Freedmen, a great many of them have been refused any compensation for their services last year and are now obliged to buy or suffer until their crops are raised. In my opinion it is entirely useless to bring these cases before the civil Courts because they would not have justice shown them and would be a cost to the Freedmen,

The Freedmen in this Sub-Dist. are doing more work than I have seen done by a Northern laborer and they have good crops and will do well providing the crops are equally and justly divided, as they are all working on
