Respectfully forwarded, with monthly Report showing the condition of Bureau Affairs, through Capt. RS Lacey Supdt 7th Dist. Va, to Bvt Brig. Genl O. Brown A.A.A.Genl  B.R.F.& A.L. State of Va, together with a copy of the letter which called forth this answer.

The award for the crop was 10$ & has not yet been paid.

Although, according to Scotts statement, two of Norvelle's relatives acknowledged to his having beaten the Freedman, as is customary in all such cases, it will be seen, nothing was done in the matter
