such authority by saying to George (the freedman who carried the note) "If you come to me again I will flay you". or words to that effect. And said he would be damed if he would have anything to do with the Bureau.

On the 10th day of July 66 a complaint was made to me by Geo Lomins (freedmen) against W'm H. Tillson. Lomins stated that Mr. Tillson had leased some land to him, that he had worked on he land six months, that Mr. Tillson was about to turn him away without paying him anything for the labor done for clearing the land, or the crops he had put on the land.

I ordered Mr. Tillson to my office to investigate his case. and he declined to recognize my authority by saying he would be damed if he wouldn't do his business as he damed please for all the Bureau or any one else.  I saw Mr. Tillson on the 21st inst and he became very much excited told me I was a liar and threatened to strike.  Mr. Tillson has also leased some land to another (freedman) and refuses to put a U.S. Revenue stamp on the contract.  

He is very insulting when I speak to him about it, and says he dont care a dam for me
